It is recommended that:
The Head of Housing Development approves awarding a contract to UK
Power Networks (UKPN) to provide utilities disconnection services
for Station Road Temporary Accommodation Lodge in accordance with
CSOs 11.01 and 11.02 for the value of £22,000 plus VAT.
This service is required to allow demolition of the buildings and
to mitigate the illegal use of electricity on the site.
The proposed expenditure on site
disconnections is necessary to enable the safe and lawful
demolition of the buildings. Live utility services present clear
health and safety risks, including potential electric shock, fire
hazards, and accidental strikes during demolition. Disconnecting
these services ensures compliance with safety requirements and
allows works to proceed without avoidable risk to contractors or
the public.
Disconnections are also required to address ongoing unauthorised
use of electricity on the site. Vacant buildings with active
connections are vulnerable to illegal access, creating safety
concerns and potential liability for the Council. Removing access
to utilities will help secure the site and reduce the risk of harm
or misuse.
There is a strong financial case for this investment. The Council
has already incurred significant costs due to illegal utility
usage, and maintaining live connections would likely lead to

The Council could opt not to appoint this
service provider; however, this decision would adversely affect and
hinder the delivery of emergency temporary accommodation.
