To approve a variation of contract to The Fulker Consultancy Ltd by £18,533.02 increasing the contract value from £76,935.65 to £95,468.67 pursuant to Contract Standing Order 18.03 and 2.05.1n.

Reasons for the decision:


Pendarren House (Outdoor Education Centre) has been identified as requiring considerable condition works to bring the building condition up to standard.
The roof of the Main Building was identified as requiring the most urgent investment to ensure the fabric of the building is not further damaged by water ingress. At the time of the appointment the requirement for building services design was discounted on the basis of the expected scope of work, however the feasibility study identified essential services condition works which require to be designed.

Construction related multi-disciplinary consultancy services to inform the scope and programme of construction works to address the condition issues were awarded to The Fulker Consultancy in June 2025, following a competitive tender exercise via the London Construction Programme (LCP) - Dynamic Purchasing System (DPS).

This report is requesting a variation of contract to facilitate the appointment of building services fees and bat survey disbursement to inform the design.

Details of any alternative options considered and rejected by the officer when making the decision Delivering the role in-house was not considered as there is currently no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service.

The inclusion of a contractor’s design element for the mechanical and electrical scope was considered; however, this would still incur additional design team fees and was not deemed to offer better value for money and management of risk compared toa fully designed solution.
