It is recommended that the Head of Housing
Development:
Approves the award of a contract to SimplyCDM to undertake the role
of Building Regulations Principal Designer (BRPD) for the Dawlish
& Scales Road, N17 scheme.
Notes that the appointment is made in accordance with Contract
Standing Orders (CSOs) 11.01 and 11.02.
Approves the total contract value of £2,950 plus VAT.
The main contractor for the Dawlish &
Scales Road scheme has been appointed and is due to commence on
site in July 2026.
In line with the requirements of the Building Safety Act 2022, a
Building Regulations Principal Designer (BRPD) must be appointed to
ensure compliance with statutory duties throughout the design and
construction phases.
SimplyCDM has been identified as suitably qualified and experienced
to undertake this role and support compliance with current building
safety regulations.
The proposed appointment is compliant with Contract Standing Orders
11.01 and 11.02.
The value of the contract falls below the threshold requiring a
competitive tender process; however, value for money has been
considered and deemed acceptable.
The cost will be met from the approved project budget for the
Dawlish & Scales Road scheme.
Failure to appoint a BRPD would result in
non-compliance with the Building Safety Act 2022.
The proposed appointment mitigates this risk by ensuring
appropriate oversight of building regulations compliance.
