The Head of Housing Development approves extension of a contract to Kench Consultants Ltd in accordance with CSO 11.01 and 11.02 for the amount of £6000+VAT, to carry out additional Daylight, Sunlight services on the 505 Archway Road Development. This is an extension to the original contract which totalled £8,191+VAT. Subject to approval, the total contract value would be £14,191+VAT.

This appointment will support the submission of the planning application.

Reasons for the decision:

The 505 Archway Road site has been designated by Haringey Council for the direct delivery of new Council homes.
Kench Consultants Ltd have previously provided Daylight Sunlight services on this scheme, appointed in accordance with CSO 11.01 and 11.02.
Additional information has recently been identified as required to support a robust planning application. This includes updates to the existing reporting to include updated methodology and information sources. It also includes further testing to be carried out to one particular property where there has recently been a planning approval for a new rear extension, previously not accounted for in the reporting.
Kench Consultants have existing knowledge of the particulars of the project and are therefore well placed to carry out the additional required Daylight Sunlight Services up to planning, within the tight timescales required.

Alternative options considered:

The Council could run a competitive tender to identify a consultant for these services. This option would mean that any new consultant appointed would have none of the required background information on the scheme, meaning the project would incur further cost and delay to the planning submission and any subsequent tender process, with potential risk in achieving GLA grant funding.
The Council could decide not to appoint this consultant or to commission further Daylight Sunlight Consultant services up to planning and RIBA Stage 3, however this would likely prejudice the planning process, potentially hindering the delivery of new council homes.
