It is recommended that:
The Head of Housing Development approves extension of a contract to
Bubble Architects Ltd in accordance with CSO 11.01 and 11.02 for
the amount of £2,500+VAT, to carry out additional architect
services on the proposed housing scheme Tiverton Estate N15
6RR
This appointment will support the submission of the planning
application.
The Tiverton Estate site has been designated
by Haringey Council for the direct delivery of new Council
homes.
Bubble Architects Ltd are appointed as lead architects, providing
design related services for this scheme, appointed in accordance
with CSO 11.01 and 11.02.
To support a successful planning application, additional design
consultation work is considered necessary by planning officers to
demonstrate the scheme has been rigorously reviewed by a set of
independent architects.
Here, work includes the production of materials and presentations
for two independent Quality Review Panel (QRP) sessions. This will
include updated presentation materials to the Council’s QRP;
updated 3D modelling; and planned co-ordination with planning
officers and landscape architects.
Bubble Architects have existing knowledge of the particulars of the
project and are therefore well placed to carry out the additional
work required up to planning, within the tight timescales
required.
The Council could run a competitive tender to
identify a consultant for these services. This option would mean
that any new consultant appointed would have none of the required
background information on the scheme, meaning the project would
incur further cost and delay to the planning submission and any
subsequent tender process, with potential risk in achieving GLA
grant funding.
The Council could decide not to appoint this consultant or to
commission further design consultation work up to planning and RIBA
Stage 3, however this would likely prejudice the planning process,
potentially hindering the delivery of new council homes.
