Decision:

For the Interim Assistant Director of Regeneration and Economic Development to approve acceptance of a grant from the DWP to LB Haringey for £82,740 for 15 months commencing from August 2024 in accordance with Contract Standing Order (CSO) 17.1 that where the Council receives a grant from an external body, the process for approving or varying the agreement for the grant shall be the same as that set out in CSO 9.07 (i.e. the Director may approve receipt of a grant valued at less than £500,000).

Reasons for the decision:

LB Haringey has received a Grant Funding Agreement (GFA) from the DWP to deliver employment support for residents with Autism, Learning Disabilities and/or Special Educational Needs. The GFA needs to be signed before the funding can be drawn down from the City of London, up to a maximum of £82,740 over the course of 15 months, beginning in August 2024.

Alternative options considered:

Option to not accept – The cohort this funding targets faces considerable barriers to employment. Helping to remove those barriers has benefits for participants and the local economy. Not accepting the funding would make the Council less able to support those furthest away from the job market.

Option to commission delivery through sub-contracting – this would create an additional layer of contract management and reduce the funding available to directly support residents. This is not an option as condition of the grant requires delivery partners to be named at application stage. Haringey Works is the Council’s employment support service with a track record of successfully supporting residents into employment.
