Decision:

In accordance with CSO 17.3, the Assistant Director for Regeneration and Economic Development agrees to award £60,000 grant to the Selby Trust for resources and work completed this financial year (2024/2025) as per the reasons set out in Section three below.

Reasons for the decision:

From the outset, the ambition has been for the Selby Urban Village project to be an exemplar scheme, developed through community co-design, to bring substantial social and economic benefits to residents, businesses and communities.

To meet the timescales agreed as part of the Levelling Funding MOU and continue the partnership and co-design approach that underpins the Project, a funding ask was included in the Levelling Up bid of £120k with the intention being that the Council would agree with the Selby Trust when this funding would be transferred.

This decision is to enable the Selby Trust to drawdown the initial £60k of the £120k allocation.

Alternative options considered:

An alternative option would be to make this grant repayable. This would not be a sustainable solution for the organisation, as recent macroeconomic conditions together with the poor condition of the current Selby Centre, has introduced additional pressure on the Selby Trust.

A further option is to not award a grant to the Selby Trust. This would result in the Selby Trust not being able to play their part in the Selby Urban Village programme.
