It is recommended that the Interim Assistant Director for Housing approves an award of contract to the value of £66,400 to Altair for provision of the Programme Support consultancy services for a period of 32 weeks.

There are long term plans for the growth of the Programme team however, these long-term growth plans are being dealt with as part of a wider re-structure of the Housing Delivery Team which is ongoing. There is a need to provide the services now as temporary basis until the restructure is completed to ensure continuity of the service.
Without employing this interim resource, the Council will struggle to resource and effectively run the programme function of the Council House delivery team. By continuing this interim resource, they will be able to ensure there is no gap in service or loss of momentum to the programme.

An alternative option to appoint permanently to the role cannot be considered as the Housing Delivery Team is currently going through a re-structure. Therefore, any recruitment is on hold until the re-structure plans have had full approval at which point the Council will look to recruit to this role full time.
Another option would be to appoint an alternative interim, however an alternative interim would also need to undergo a lengthy training process which there is not sufficient time or capacity to undertake.
