For the Head of Major Projects Delivery to approve a variation of
contract to John Rowan & Partners by £12,423.02 varying
the contract sum from £84,555.00 to £96,978.02 as
allowed under Haringey’s Contract Standing Orders
10.02.1(a)
John Rowan & Partners’ commission is based on a
percentage of construction works, which increased in scope and
value since their appointment and at final account. The original
award values – for all three schools - were based on
estimated construction costs. In addition, for Lordship Lane as the
project progressed, design developed and procurement method for the
nursery changed, the project’s scope had increased and it was
decided that the new nursery was to be treated as a standalone
project with a separate budget, to be delivered from RIBA Stages
2-6. This resulted in some abortive work, an increase in the
overall consultancy fees and contract value. For Bruce Grove and
West Green Primary Schools, some prolongation costs were
experienced due to the projects’ extended periods on site and
completion later than the awarded extension of time.
Extending the services of John Rowan & Partners offered the
council best value, as they were already engaged to deliver the
three school projects. We are currently at the end of defects
stage, and they have provided competent services throughout the
projects. There are no available resources within the Council that
have the capacity or expertise to deliver this complete cost
consultancy resource in house.
