Approve a waiver of Contract Standing Order 8.03 (requirement to obtain at least three competitive quotations) pursuant to Contract Standing Order 10.01.2 (d) (iii).

To approve an award of contract to Raytel Ltd in the sum of £11,885.22 and a contingency of £7,000.00 offering a total award value up to £18,885.22 pursuant to Contract Standing Order (CSO) 9.07.1 (c).

Reasons for the decision:

Reasons for the decision Condition works initially planned to be completed during Summer 2024 have been re-scheduled to 2025. This work includes replacement of Vulcanised Indian Rubber (VIR) electrical cabling which runs from the electrical intake room to the north and south switch-rooms. If this fails between now and 2025 it’s intended to support the schools power supply with a temporary generator and install temporary electrical cabling to the impacted areas. This award supports a call off arrangement with Raytel Ltd in the event a generator is required for a hire period of 1 week which is intended to facilitate the most essential remedial works sufficient to reinstate any loss of power.

The reliability of providing such specialist equipment at short notice is paramount to maintaining supply and minimising disruption to the school. Raytel ltd who are an electrical contractor holding a long-term working relationship with Haringey Council were asked to provide a quotation for these works based on delivering a suitably sized generator and undertaking temporary wiring within a 24-48-hour period limiting disruption to the school. Please note the contingency allowance of £7,000 is based on a potential requirement to retain the generator on site for a period of 5 weeks as UKPN will be required to provide the final connection of the temporary supply and it is recognised there is a risk of delay.

In rescheduling condition works to 2025, a risk assessment was completed which determined the most appropriate course of action would be to make all prior arrangements to support implementation of an action plan if required.


Alternative options considered:

Do nothing – if the VIR cabling failed before works commence in 2025 this approach would leave the school partially without power and be detrimental to the quality of teaching and learning.

Consideration was given to competitively tendering the work however reliability of a known and well-established contractor was paramount and based on this being of relatively low value for a direct appointment is supported by the Head of Procurement, pursuant to Contract Standing Order 10.01.1c.

The cost of these works has been reviewed by the Cost Consultant appointed who have confirmed that this award represents value for money.
