Decision:

It is recommended that the Assistant Director of Housing, Regeneration and Planning approve the implementation of Contract Standing Order 10.02.1.a to vary the appointment of Philip Pank Partnership for the value of £36,875 excluding VAT up to technical design (RIBA Stage 7) for the new build homes on the Sir Frederick Messer estate. The original final appointment was for £178,950. This would take the value of their total appointment to £215,825 (plus VAT).

Reasons for the decision:

Varying the appointment of Philip Pank Partnership will save the Council money and time as they are already appointed as Employer’s Agent and Principal Designer to the scheme to RIBA stage 7. They will be able to save the Council time by using their existing knowledge of the scheme to effectively and efficiently co-ordinate the tender, contract administration and Health and Safety role and enable us to meet key milestone starts which we have reported externally.

Alternative options considered:

The Council could re-procure the Employer’s Agent and Principal Designer services, but this would delay the programme and key milestone dates would not be met. This option has therefore been discounted.
