Decision:

Approval to waive Contract Standing Order 08.03 and implement CSO 10.01.2. to reimburse the council’s appointed consultant, Liz Hingley, the agreed material and other costs incurred in delivering the first phase of the ARD Legacy Project. The incurred costs (£4,000) mean a revised total cost of £13,950 (plus VAT) for delivery of the first phase of the ARD Legacy Project. This is a £4,000 (plus VAT) increase over the original contract value of £9,950 (plus VAT).

Reasons for the decision:

The council’s appointed consultant for delivering the ARD Legacy Project, Liz Hingley, has incurred agreed material and other costs as part of successfully delivering the Legacy Project’s first phase.

Alternative options considered:

Consideration was given to using a council purchase card to make payments for the various material and other costs being incurred by the council’s consultant to effect delivery of the first phase of the ARD Legacy Project. Upon investigation it was found this approach would be extremely impractical to implement and manage; it would also not be cost effective for the council.
