It is recommended that the Assistant Director
of Housing approves the waiver of Contract Standing Order 08.03 and
approve the implementation of Contract Standing Order 10.02.1.a to
vary the appointment of Oobe Ltd. for the value of £17,180.55
to include additional fees including surveys and attendance at
meetings up to technical design (RIBA Stage 7) for the new build
homes on the Sir Frederick Messer estate. This would take the value
of their total appointment to £93,890.55 (exc VAT).
Appointing Oobe Ltd will save the Council
money and time as they are already appointed as Landscape Architect
to RIBA Stage 7. They will be able to save the Council time by
using their existing knowledge of the scheme to effectively and
efficiently inform the design work and enable Haringey Council to
meet key milestone starts, which we have to be reported
externally.
A mini competitive tendering process could
take place. This option has been discounted because it would be
very time-consuming from a procurement and project delivery
perspective: the scheme would need to be reassessed and progressed
from the beginning. Tendering out a new contract would cost the
Council additional money and time. The work is an extension to
their existing role as sustainability consultant. Most importantly,
it would mean the Council would be unable to deliver on key
milestones which have been communicated externally; this option was
therefore rejected.
