Decision:

It is recommended that the Head of Development, Housing Strategy and Commissioning approve the waiver of Contract Standing Order 08.03 and approve the implementation of Contract Standing Order 10.02.1.a to vary the appointment of Calfordseaden for the value of £1,685 to include re-design fees and whole life cycle carbon assessment up to technical design (RIBA Stage 3+) for the new build homes on the Sir Frederick Messer estate. This would take the value of their total appointment to £14,788 (plus VAT).

Reasons for the decision:

Appointing Calfordseaden will save the Council money and time as they are already appointed as Mechanical and Electrical Engineer and Sustainability consultant to the scheme to RIBA stage 3+. They would be ready to start immediately to inform the design work to RIBA stage 3+, technical design. They will be able to save the Council time by using their existing knowledge of the scheme to effectively and efficiently inform the design work and enable us to meet key milestone starts which we have reported externally. The work extends their existing role as sustainability consultant.

Alternative options considered:

A mini competitive tendering process could take place. This option has been discounted because it would be very time-consuming from a procurement and project delivery perspective: the scheme would need to be reassessed and progressed from the beginning. Tendering out a new contract would cost the Council additional money and time. The work is an extension to their existing role as sustainability consultant. Most importantly, it would mean the Council would be unable to deliver on key milestones which have been communicated externally; this option was therefore rejected.
