This report is seeking an approval of a waiver
to award a contract to Howard Fairbairn MHK to provide Design
Guardian construction related consultancy services required for
housing development scheme at Kerswell Close
The Council is delivering 25 homes for social
rent and a commercial unit on the land rear of 2-14 Kerswell Close,
N15.
Newground Architects delivered RIBA stage 1-3 scheme design and
were appointed as the Design Guardian for the scheme. Newground has
now ceased trading and a new commission is required to allow for
continuity of the service to oversee the compliance of the design
and build.
An alternative option will require a new
tender. However, Newground’s decision to cease trading was
very rapid and the timescales did not allow for a handover or a new
tender without impacting on the construction programme. A decision
was made to seek quotes from Howard Fairbairn MHK to allow for a
swift services replacement minimising impact on the
programme.
