Decision:

For the Head of Programme Management – Regeneration and Economic Development to approve the contract award and implementation under Contract Standing Order (CSO) 8.02 for delivery diversionary boxing and martial arts programme. The contract is for the sum of £9,999 excluding VAT.

Reasons for the decision:

The Estate Regeneration Fund aims to cultivate a strong and healthy community, with a focus on building positive activities for young people. This also aligns with the Council's ambition outlined in the Corporate Delivery Plan (2023/24) under the theme for Children and Young People, aiming to 'enable children to achieve health and wellbeing outcomes.'

The diversionary boxing and martial arts program align with our objectives by partnering with local schools to deliver various health and wellbeing activities for disengaged youth. It aims to address disruptions hindering classroom learning by implementing interventions to provide structure and resources for successful reintegration into educational environments. While primarily targeting secondary school students, these activities have shown effectiveness in improving educational outcomes at the primary level, despite limited funding and interventions for primary schools. This initiative extends support to schools across Northumberland Park and neighbouring areas as an early intervention measure. The youth diversionary project offers a positive outlet for students facing behavioural challenges and those at risk of disruptive activities. Led by Tottenham Sports Centre in partnership with 'The Glove Generation', the programme seeks to guide participants away from negative behaviours by fostering a structured and nurturing environment for physical activity and personal growth.

This work is wholly funded from the Estate Regeneration Fund budget allocation.

The following options were considered:

Option 1: ‘Do Nothing’ - This would hinder the council’s support for an early intervention programme targeting students with behavioural challenges and those at risk of disruptive behaviour. Without this intervention, primary-aged students may lack essential support, potentially worsening behaviour, and academic outcomes. Improved education attainment, a key goal of the Estate Regeneration Fund and Corporate Delivery Plan (2023/24). Without procuring this service, sourcing alternative funding in time to benefit youth in Northumberland Park adequately is unlikely. Given the time sensitivity of the Estate Regeneration Fund, future delivery of this project may not be feasible under this funding stream.
