To approve a waiver of Contract Standing Order 8.03 (requirement to obtain at least three competitive quotations) pursuant to 10.01.1 (b) on the basis of 10.01.2.(d)(ii).

For the Head of Major Projects to approve the award of contract to Ayerst Environmental Limited in the sum of £11,200 (quote reference AQ24-00106 as attached) pursuant to Contract Standing Order (CSO) 9.07.1(c).

As part of the Urgent Condition Works at Fortismere School there is a requirement to complete mechanical, electrical and fire precaution works to blocks A, E and F. This will entail disturbing ceiling tiles, doors, and panelling. It is known that areas of the school and in particular Block E has asbestos containing material between the ceilings and structural slabs of the floors above. There is therefore a health and safety requirement to undertake a site-specific Asbestos Refurbishment Survey prior to commencing work (scheduled to start in the school’s summer holiday). Haringey's Asbestos Advisor was consulted and recommended that a quotation be obtained from Ayerst Environmental who have the requisite expertise and availability to complete the works.

Delivering the role in house was considered, however there is currently no suitable resource with the necessary experience, qualifications, and expertise to deliver this service.

The extent of works has only recently been agreed due to concerns raised with the level of fire compartmentalisation works required. A competitive tender would result in delays to the project.
