Decision details

The Bank retaining Wall

Decision Maker: Head of Highways and Parking

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

To approve recommendations as set out in Section 3 of this report

Reasons for the decision:

The proposed Traffic Regulatory Order (TRO) includes formalising changes aimed at enhancing The Bank area in Highgate. As part of a comprehensive initiative to repair and restore the listed retaining wall at The Bank, improvements are planned for The Bank highway.

These enhancements involve the creation of a new footway on the retaining wall side and the expansion of the existing footway on the north side adjacent to Channing School to facilitate wheelchair access to the school. These footway improvements necessitate a reduction in the width of the carriageway and the removal of two resident parking spaces.

Additionally, the removal of these parking spaces will contribute to improving the turning circle for vehicles egressing Channing School on The Bank.

The second aspect of the TRO entails formalising existing “double yellow” Lines restrictions and removing Business Bay, which were initially implemented in 2017 as part of an experimental TRO but were not incorporated into the permanent TRO.

Alternative options considered:

The alternative option considered was adopting a "Do Nothing" approach. However, this was rejected as it is not practical nor meets the obligation of Haringey Council to provide safe and accessible footways for pedestrians.
