Decision:

To extend Beacon Partnership’s contract to a total value of £(amount redacted)exclusive of VAT in order that Beacon Partnership continue to provide Finance Specialist consultancy services for the Council’s housing development programme.

Reasons for the decision:

Beacon have provided two areas of service for the Council - namely Housing Financial Specialist and Housing Delivery Specialist and Trainer. Beacon have been providing these two services areas to support the delivery of new council homes for the Council. The Council has used Beacon from an early stage in the Programme’s lifecycle and, as such, Beacon has a unique understanding of the Council’s requirements. Beacon’s performance has been to an extremely high standard and has appreciably increased the Council’s capacity to deliver Council homes at Council rent.

The Council requires further work within scope of the existing Delivery and Training contract as specified below. This extension satisfies the provisions of CSO 3.01 e) and 10.02.1 a) and complies with Regulations. The value of the contract and of the extension is less than £500,000.


Alternative options considered:

The Council could competitively tender this work. This option was rejected because it would cost the Council additional money and time, and because it would be unproductive. Beacon Partnership is already in contract and carrying out highly effective work informed by a detailed technical knowledge of the Council’s programme and systems. Extending the contract is in the best interests of the Council.

The Council could carry out this work directly. This option was rejected because the Council does not currently have the necessary in-house experience or expertise.
