The Council has undertaken a competitive
procurement process using the Haringey’s Procurement and
Contracts System in order to award a Clerk of Works services
contract for the new housing scheme at Kerswell Close, London, N15
5HT.
This report is seeking an approval from the Interim Head of
Development to award the contract for Clerk of Works services (CoW)
for the total sum of £36,960 to Martin Arnold Ltd.
The Council is delivering 25 homes for Council
rent and commercial or community facilities on the land rear of
2-14 Kerswell Close, N15.
Clerk of Works services are required during the construction and
handover stages for the proposed scheme to ensure quality of a new
build housing.
An alternative option would be not to proceed
with the appointment, but it is not recommended, as the CoW
services are critical to ensuring the scheme is built to
high-quality design standards which responds appropriately to the
local context including the setting of the nearby conservation
area.
Another alternative option is to retender the services; however
this would delay the services start on site and missed a crucial
period of the build programme.
