Decision:

For the Head of Programme Management, Regeneration and Economic Development to approve the implementation of Contract Standing Order 10.02.1a and extend the value of the existing contract with Civic Engineers for additional drainage design fees relating to for the HS HAZ (High Streets Heritage Action Zone), from £8,000.00 to £9,500.00 excluding VAT.

Reasons for the decision:

Civic Engineers were appointed to provide drainage consultancy services up to Stage 3 for Nos 8, 9, 11, 12 and 14 Bruce Grove, as part of the Tottenham HS HAZ. This report seeks approval for fees for additional work at RIBA Stage 4.



Following securing planning and listed building consent for improvement works to Nos 8 and 9 Bruce Grove, additional drainage design advice is required to inform preparation of the detailed design and tender pack for the contractor. The additional costs for this work are £1,500 + VAT.



This commission forms part of the wider Tottenham HSHAZ regeneration scheme, which aims to make the high street in Bruce Grove Town Centre a more attractive, engaging and vibrant place for people to live, work and spend time and provide the catalyst for change and additional investment from private owners. In this way, it seeks to improve the long-term viability of the town centre to serve its local residents and broaden its appeal to visitors.



This work would be wholly funded from the Historic England grant allocation for the Tottenham High Streets Heritage Action Zone.

Alternative options considered:

The following alternative option was considered:



‘Do Nothing’ - This option would be for the Council not to commission the additional drainage design work. This would prevent the detailed design from being completed and the tender pack from being prepared and would therefore prevent the Council being able to procure a contractor. This, in turn, would prevent the council from delivering on its commitment to improving these buildings, in accordance with the Programme Design for the HAZ. It would also limit the scheme’s ability to safeguard and strengthen the borough’s cultural heritage and celebrate what is distinctive about Haringey; maximise the benefits of Council and other public sector funding and private investment for the local area; and support Bruce Grove Town Centre and the high street to thrive in a changeable economy.
