For the Assistant Director of Regeneration and Economic Development to Contract Standing Order 9.07.1c and implement contract award a contract to Network Rail for infrastructure protection advice in relation to the Basic Asset Protection Agreement (BAPA) for the Park View Underpass Improvement Project. The contract value is £9,690.

Reasons for the decision:

The Council is required to enter a Basic Asset Protection Agreement (BAPA) with Network Rail to receive consent for works that may affect the structure of the Underpass.



The Council is required to commission technical infrastructure protection advice from Network Rail, which is a statutory organisation with a duty to protect its infrastructure. It requires all proposed works that may affect its assets to be assessed by its in-house asset protection engineers prior to granting consent.



There are no alternatives to sourcing this advice from other providers.

Alternative options considered:

Doing nothing would result in Network Rail not granting consent for any works within the Underpass, which would undermine the comprehensive Underpass improvement scheme.



Sourcing infrastructure protection services externally is not an option as Network Rail require their in-house team to assess all third party proposals.
