Reasons for the decision:

The proposed Traffic Regulatory Order (TRO) changes on Ashley Road form a crucial component of an extensive masterplan dedicated to rejuvenating Tottenham Hale area.

The overarching goal is to establish a dynamic and habitable community. This initiative aligns with the development scheme crafted in response to planning obligations tied to the new residential and business developments within the Tottenham Hale Regeneration program at Ashley Road.

These changes are integral to the Section 278 agreement. It's worth noting that the funding for this scheme is entirely covered through government grants and Section 278 agreements.


Alternative options considered:

Adopting a "Do Nothing" approach is not viable, given that these spaces were mandated in the planning application for the nearby development. They are integral to the Section 278 agreements established between Haringey Council and the developer. These agreements are essential to facilitate the servicing of the scheme and prevent any adverse impact on the broader area resulting from the development and changes to the highway layouts.
