Decision:

It is recommended that the Director of Housing,
Regeneration and Planning:-

• Pursuant to CSO 9.07.1(c) approves the award of a contract to Hughes & Salvidge Limited for demolition services (as described in the report) for the sum of £119,500.00
• Approves the associated consultancy fees of up to £38,022.50, payable to Ridge and Partners LLP.

Reasons for the decision:

The Moselle School site is a key ‘opportunity site’ in
the wider Broadwater Farm regeneration scheme. The demolition is being proposed now so most of the works can take place during the summer holidays during which time fewer children will be attending the school which is adjacent to the site. This has been specifically requested by the school as we work with them to bring forward a development that benefits both the estate and school. The contract needs to be awarded the week commencing 19 July 2021 in order to achieve a start on site in early August 2021.

The site also presents an opportunity to bring forward delivery of much needed new council homes. The former school is empty, and demolition is required to enable the timely construction of new homes.

A compliant tender process has been undertaken via the DPS portal. Four compliant bids have been received and quantitative and qualitative analysis has been undertaken by Officers and supported by Ridge & Partners LLP acting as Project Managers.
The winning bid was fully compliant with requirements, scored the highest on the qualitative submission and the price is 60% lower than the
initial cost estimate.

Alternative options considered:

Officers could not ‘do nothing’, the demolition of the
former school is required to enable the construction of the new council homes.

The option of undertaking the demolition as part of the main new build works was considered. This was rejected as it would add additional time and risk to the main programme. The new homes programme will not start until late 2022, so there is a good opportunity to bring forward the demolition of the school, and undertake any other enabling works, to accelerate the delivery of new homes and de-risk the main programme. This will help ensure that the council secures the maximum amount of grant available to fund replacement homes on the site.
This would also allow the school to be demolished over the summer holidays, thereby reducing disruption to the adjacent schools (The Willow and The Brook).
