Decision:

That the Head of Programme Management for Regeneration and Economic Development approve a contract award under Contract Standing Order 8.02 to IKS Consulting Limited for Quantity Surveyor services in relation to the enhancement of Page Green Common (RIBA Stages 4-6) and of Page Green Terrace and Rangemoor Open Space (RIBA Stages 1-2).

Reasons for the decision:

A procurement exercise was undertaken in July 2021 to appoint a quantity surveyor for cost reviews for improvements to three green spaces in proximity to Seven Sisters which are being designed by muf architects.

The Request for Quote (RFQ) was issued to IKS Consulting Limited, who had previously been engaged for Page Green Common Stages 1-2 (commissioned by muf architects) and thus benefit from existing in-depth knowledge of the sites.

IKS Consulting Limited returned a qualitative proposal and fee proposal of £9,899.96 which met the RFQ service requirements.

The Quantity Surveying service is funded via the Tottenham High Road Strategy - Liveable Seven Sisters (with Future High Streets Fund support).

Alternative options considered:

The officer considered extending the contract with Muf architects to enable them to directly commission the Quantity Surveyor. A procurement exercise was preferred to give the council greater control over the quality and cost of the Quantity Surveying service.

Do nothing – this was discounted as the cost review work is required to progress the works and cannot be undertaken in house.
