Approval to rectify a clerical error in respect to the company name for contractor, Hollington & Son Builders Ltd, previously named as Olli Group, to undertake building works to construct a three storey two-bedroom home for a total contract sum of
£ 333,627.54; and approval of the client contingency sum set out in the exempt part of the report.

Approval to appropriate the land of the site at Winchelsea Road from housing purposes to planning purposes for carrying out the development as described in the main report.


Reasons for the decision:

Following a clerical error, it was identified that there was a discrepancy between the legal entity name for the contractor on the submitted and evaluated bid to that on the award of contract decision record dated and approved on 10 May 2021.

The correct name of the contractor should be noted and recorded as Hollington & Sons Builders Ltd and not Olli Construction Services

Following a formal procurement process, a contractor has been identified to undertake construction works to build a three story two-bedroom home for social rent.

On 9th of July 2019, Cabinet included the site adjacent at 138 Winchelsea Road into the Council’s housing delivery programme.

This scheme was granted planning permission for this purposes 23rd September 2020.

Alternative options considered:

It would be possible not to appoint a contractor to develop this site for the Council. However, this option was rejected as it does not support the Council’s commitment to deliver a new generation of Council homes.
