Authorisation is sought from the Assistant
Director for Housing to award a contract to Pellings LLP, for the
value of £149,886 + VAT, as allowed under CSO 9.07.1c (Bid
Acceptance and Contract Award) to provide multi-disciplinary
services, specifically Employer’s Agent/Quantity Surveyor,
Principal Designer and Clerk of Works services to deliver
affordable housing on the new build development site known as
Chocolate Factory Ph1.
The Council requires the services of a
multi-disciplinary consultancy to take this site from RIBA Stage 3
to 6. The appointed consultant will be responsible for ensuring the
timely delivery of new build housing on this site to a top quality
and to budget. The consultancy will be expected to work closely
with the Housing Delivery Team and all further consultants
appointed in future.
a. One option considered was to appoint each
of the Employer’s Agent, Quantity Surveyor, Clerk of Works
and Principal Designer separately. This option was discounted to
encourage a more competitive tendering process.
b. Another option considered was to appoint a multi-disciplinary
consultancy via a direct appointment. This was deemed not suitable
as it was assumed the value of the contract would exceed the
(former) OJEU threshold.
c. The final option considered was not to make this appointment at
all, however this would not support the delivery of the
Council’s Housing Delivery programme.
