Purchase of 1x 20 ft shipping container by the
Council on behalf of NPBL, at the value of £20,550.00, using
GLA GGF3 grant funding managed by the Wood Green Area Regeneration
team.
Reasons for the decision:
NPBL undertook a procurement to find a
supplier, requesting quotes from 5 companies in 2020, and selecting
one based on quality / price. The council wishes to purchase the
container directly on their behalf so as not to pay VAT and to
avoid having to create a grant agreement to transfer NPBL the
funding for the container (GLA GGF3 funding) which could cause
further delays.
Alternative options considered:
We could create a back-to-back grant agreement
with NPBL and transfer them the funding, however, this would take a
significant period of time and cause delays to the project. They
would also have to pay VAT which would bring the cost of the
container up to £24,660. Above the funding amount of
£22,500.
