Decision:

That approval be granted:
1) under Contract Standing Order (CSO) 10.01.2(d)(ii), for the waiver of the requirement (under CSO 8.03) to obtain at least three competitive quotations for the procurement of 65 no. mobile printers and accessories (including 5-year care cover to address maintenance) for Civil Enforcement Officers (CEOs); and,
2) under SO 9.07.1c), for a direct award to Taranto Systems Ltd a contract for those supplies for the fixed amount of £75,514.49

Reasons for the decision:

In September 2019 Cabinet approved the award to WSP (UK) Ltd (hereafter referred to as WSP) of a replacement Parking Management IT system PMIS). At that point, the Council had not yet decided on the certain ancillary hard ware, including mobile computers and printer equipment, that it wanted for use as part of the PMIS project as this was still subject to a final field test and risk assessments. These have since been completed.

A Request for Quotation was sought for this procurement in September 2020. The RfQ was sent to three suppliers but no bids were received.

Placing the hardware order with Taranto Systems Limited (which has bought over the business division of WSP that has been supporting the Council’s PMIS project) should minimise any risk of dispute between a different software and hardware supplier.

Placing the order with an alternative supplier would not guarantee shipping and delivery times to meet the tight project implementation timelines.

Alternative options considered:

Do not procure the devices – this would not allow the Council to carry out enforcement under the new IT contract – this was not deemed an acceptable option and would result in the Council not being able to meet its statutory duties.

Obtain additional quotations from other suppliers in the market – this has already been explored but no bids were made.

The Council’s Corporate Digital Services manage the devices - the preferred choice of mobile printer is not corporately supported and therefore the Council’s Digital Services would not have the technical expertise to provide on-going maintenance and software support.
