That the Assistant Director for Housing, authorises: -

A) The payment of previously approved Lead Consultant/Employers Agent fees where the Council’s SAP system has expired.
B) The payment of the Lead Consultant/Employers Agent consultancy’s additional fees, where further properties were added to backfill those previously surveyed, where no access was given by the resident.
C) The payment of the Lead Consultant/Employers Agent consultancy fees where non-compliant fire doors to the Sandlings estate had to be replaced.

Approval is required for the additional consultant cost and outstanding previously authorised fees that total £151,231.74, to be paid to Keegans Group.

The fees relate to previously approved projects and works that have been completed. The works were under a PPC2000, which is a partnering form of contract, where a multi-party contractual two stage approach is used. Therefore, it would have not been contractually possible to appoint an alternative Lead Consultant/Employers Agent. If we were to appoint an alternative, this would involve termination of the contract and a retender. This would lead to delays in completing the programme and a possible contractual claim from the appointed consultant.
