To award a contract to provide the required Feasibility Reports for RIBA Stages 0-1 as allowed by the CCS Frameworks and in accordance with CSO 8.03

Reasons for the decision:

The London Borough of Haringey are seeking to identify and address building condition and suitability issues across the Education/schools estate. This contract award will form part of the wider Priority 1 programme, which is part of a strategic plan for Capital works to address condition and suitability issues in Education/School sites across the borough

This request seeks the approval to award a contract to McBains Limited under the CCS Framework to review and validate the existing building site data and stock condition information available for Campsbourne, Seven Sisters, Stroud Green, West Green, Lordship Lane and Bruce Grove Primary Schools and to provide a comprehensive Feasibility Report (RIBA Stages 0-1) on the repairs and improvement works required to the building envelope, grounds and boundaries including compliance issues.

The value of this award is £135,710.00. This can be broken down as

Extra Over surveys £16,800
Hourly rate £8,500

Alternative options considered:


Delivering the role in-house was considered. However, there is currently no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service. The Crown Commercial Services Framework RM3741 was chosen to procure the required resources.
