For the Director of Housing, Regeneration and Planning to approve a waiver of CSO 9.01 (requirement to obtain at least three competitive quotations) as allowed under CSO 10.01.1.b, as it is in the Council’s overall interest as allowed under CSO 10.01.2.d (ii)

Reasons for the decision:

Cabinet agreed to demolish Tangmere in
November 2018. Ahead of demolishing the building essential enabling works are required including the relocation of an electrical sub- station.

UKPN own the electrical distribution network and are therefore the only contractor available to do this work.

Alternative options considered:

Doing nothing was ruled out because Cabinet has approved the demolition of Tangmere and these works are essential to progress these works.

Undertaking a competitive procurement process was ruled out as the electrical network and sub- stations are owned by UKPN and they are the only provider with the rights to undertake any adaptions and alterations to their distribution network.
