Decision:

To approve an award of contract for multi-disciplinary design services for the Installation of two l modular classrooms at Highgate Wood School to Fulkers following direct call off from the NHS Shared Business Services Construction Consultancy Services Framework in accordance with CSO 7.01 for Framework procurement arrangements.

The total value of the award is 12.2% of construction value currently estimated to be £18,300. The construction value is projected to be £150,000.

Reasons for the decision:

In order to meet the demand for secondary school places, the London Borough of Haringey are seeking to add a bulge class at Highgate Wood School. In order to facilitate these additional students it is necessary to provide additional temporary classrooms.

To provide these classrooms to a timetable to meet the school’s needs it has been necessary to make an appointment for multi-disciplinary design services urgently. Due to this need for urgent design services it has not been possible to engage in a competitive process. By utilising a direct call off from a framework we have been able to obtain costs using pre-tendered rates.

This award will appoint a construction related multidiscipline design team to develop and manage the installation of two modular classrooms at Highgate Wood School on behalf of Haringey RIBA stages 0-7.

Strategic Procurement gave their support to the Project teams approach to the urgent direct call off for a single construction related multidiscipline design consultant from the NHS Shared Business Services Construction Consultancy Services Framework using pre-determined framework rates to ensure value for money is maintained.

Alternative options considered:

Delivering the role in-house was considered however there is no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service.
Competitive Tender/ Mini competition was considered however the urgent nature of these works and the milestones that have been set mean that a competitive tender would result in delay such that urgent works required to take place during the summer shut down will be delayed.
Direct call off – The NHS Shared Business Services Construction Consultancy Services Framework offers pre-determined rates for procurement of consultancy services which have previously been market tested for competitiveness.
