To approve the award of contract for
multi-disciplinary design services for the P1 Wave 1 Bruce Grove
Primary School to Pellings LLP following direct call off from the
Fusion 21 Framework in accordance with CSO 7.01 for Framework
procurement arrangements.
The total value of the award is £49823.20 which includes an
allowance of £4,000 for completion of a measured building
survey which was not included in the preceding feasibility stage
0-1 stage of the P1 Wave 1 urgent works commission.
The London Borough of Haringey are seeking to
identify & address building condition and suitability issues
across the Education/schools estate. This contract award will form
part of the wider Priority 1 programme, which is part of a
strategic plan for Capital works to address condition &
suitability issues in Education/School sites across the
borough.
The first stage of feasibility RIBA 0-1 is complete, and undertook
a Feasibility/Scoping study to include a validation of the existing
building site data on a stock condition survey basis and provide a
comprehensive report on building & grounds condition, including
compliance issues.
Bruce Grove Primary has been identified as having immediate and
significant compliance and condition issues, which relate to
safeguarding and critical school operations. As the Landlord of
this school’s buildings, Haringey has an obligation to ensure
they are safe for occupation and are able to open for full service
delivery.
This award will appoint a construction related multidiscipline
design team to develop information in feasibility studies into
final design, prepare construction tenders and contract administer
the construction contracts on behalf of Haringey RIBA stages
2-7.
Strategic Procurement gave their support to the Project teams
approach to the urgent direct call off for a single construction
related multidiscipline design consultant from the Fusion21
framework using pre-determined framework rates to ensure value for
money is maintained.
Additionally Pellings were commissioned for a number of the schools
in P1 Wave 1 feasibility including Seven Sisters and the quality
and output was of a consistently high standard giving confidence
that they will be able to meet the expectations set in the client
briefs for the urgent works.
Delivering the role in-house was considered
however there is no resource within the Council that has the
capacity along with the necessary experience, qualifications and
expertise to deliver this service.
Competitive Tender/ Mini competition was considered however the
urgent nature of these works and the milestones that have been set
mean that a competitive tender would result in delay such that
urgent works required to take place during the summer shut down
will be delayed. This delay increases the risk of school closures
and poses in some instances a health and safety risk.
Direct call off – The Fusion 21 framework offers
pre-determined rates for procurement of consultancy services which
have previously been market tested for competitiveness.
