Approval to
(i) allocate the HLF funding, as set out in Table 1 of the report to the property owners and leaseholders in accordance with CSO 9.07.1c, and
(ii) approval to enter into Funding Agreements with the property owners as set out at Table 1 in accordance with the Heritage Lottery funding agreement.

Reasons for the decision:

Submission of the THI Bid to HLF was approved by the Cabinet Member of Regeneration and Housing on 20 November 2014. The conditions of the council’s agreement with HLF stipulate the need for a Works and Funding Agreement with owners and tenants to secure 15% of the capital works budget.

The decision to award the works contract for Phase 1 of the North Tottenham THI to Cuttle Construction Limited was approved by Cabinet on 14 March 2017. The THI is a £2.3m project funded by HLF £1.5m, Haringey Council £0.5m and property owners £0.3m.

The Funding and Works Agreements with the owners, leaseholders and business tenants of the properties will:
• secure the 15% contribution from owners towards the conservation works
• commit owners to maintenance same for 10 years after completion

To enable Heritage Lottery Fund (HLF) to release capital funds for Phase 1 works, in accordance to our funding agreement with HLF.

Alternative options considered:

To not enter into contract would break the conditions of council’s funding agreement with HLF to secure 15% of the capital works budget from owners and tenants. This would risk a financial penalty.
