Enter into a direct call-off contract for the provision of the Authority’s Document Storage, Retrieval and Confidential Waste Management requirements with Stor-a-File under ESPO Framework Agreement Number 2957 for a period of 3 years (with the option to extend up to one year) for an estimated contract value of £298000.

Reasons for the decision:

The ESPO Framework Agreement:

Provides the Authority with an EU compliant Framework Agreement, which allows a Direct “Call Off” from one supplier, therefore saving the Authority both time and resources in undertaking a full tender exercise.

• Offers the opportunity to enter into a call-off agreement with Stor-A-File Limited with a view to achieving the following savings:

• 6% savings on the Authority’s current document storage and consumables spend.

• 10% savings on the Authority’s current document retrieval, confidential waste destruction spends.

• Offers 6% cumulative savings per annum on the total category spend. (based on FY1617 figures)

• Allows the Authority to continue working with a supplier with a proven track record of good service delivery and a willingness to deliver financial and efficiency savings through continuous improvements thereby providing the Authority with best value.

Alternative options considered:

• The option to undertake a full EU tender had been considered. However, it was deemed that the level of Authority’s resources required to compete an EU tender process was not justified when a suitable EU compliant Framework Agreements were available.

• The option to include this scope of work within the Authority’s, Facility Management Service Provider, Amey’s contract was considered. However, due to ongoing contract discussions with Amey and risk of increased costs this option was not undertaken.
