For the Director of Housing and Growth, to
authorise a Statement of Intent for publication on the Haringey
website. The statement of intent sets out the:-
• eligibility criteria to enable vulnerable residents to take
advantage of ECO2t funding.
• household assessment process through Shine London
12.6% of the households in Haringey live in
fuel poverty. Publishing a signed statement of intent with defined
eligibility criteria enables households who have previously been
excluded from ECO i.e the private rented sector tenants/owner
occupies who are not in receipt of benefits, to access ECO2t
funding to install fully fund or subsidised energy efficiency
measures. Utilising the existing Shine London service to administer
the scheme reduces the administration and resource requirement on
Haringey.
Do nothing:
• This would disadvantage vulnerable residents in the
borough.
Apply more stringent eligibility criteria:
• This would be difficult to administer.
• A review of the approach taken by other London Boroughs
indicates that this would place Haringey residents at a
disadvantage.
Administer and Assess households internally:-
• This would be resource intensive and does not make use of an
existing service that already works with fuel poor residents in the
borough.
