Decision:

For the Head of Community Safety and Enforcement to approve (as authorised in accordance with the Assistant Director of Commercial & Operations scheme of delegation 14.04.16 to request the implementation of Standing Order 9.07.1c which provides that a Director may award, assign or novate contracts and award a contract to service the air quality monitoring stations in Haringey to ESU1 Ltd for the sum of £8,999.00 Ex Vat for a period of 1 year (April 2017 to March 2018) with an option to extend for the same price (£8,999.00) for a further 1 year period thereafter.

Reasons for the decision:

The successful bidder is ISO 9001 certified, UKAS management system approved company who provides expert services and maintenance support of pollution monitoring equipment to some of the world’s largest mining and construction concerns. ESU1 have provided the same service for Haringey in 2012 for 1 year and were found to be satisfactory. They also have 3 other local authorities as long standing customers, namely: Cheshire West, Bristol and Warrington and so are very well informed and experienced to undertake the requirements of Haringey Council’s monitoring stations.

Alternative options considered:

• Carrying out the servicing in-house;
• Extend the current contractor or
• Go out to tender

The Council does not have the resource or expertise to carry out this work in house and the current contract has already been extended and therefore in accordance with procurement requirements we are required to go out to tender for a new service contract.
