Filming at meetings

Please note that this meeting may be filmed or recorded by the Council for

live or subsequent broadcast via the Council’s internet site or by anyone

attending the meeting using any communication method. Although we ask

members of the public recording, filming or reporting on the meeting not to

include the public seating areas, members of the public attending the meeting

should be aware that we cannot guarantee that they will not be filmed or

recorded by others attending the meeting. Members of the public participating

in the meeting (e.g. making deputations, asking questions, making oral

protests) should be aware that they are likely to be filmed, recorded or

reported on.

 

By entering the meeting room and using the public seating area, you are

consenting to being filmed and to the possible use of those images and sound

recordings.

 

The chair of the meeting has the discretion to terminate or suspend filming or

recording, if in his or her opinion continuation of the filming, recording or

reporting would disrupt or prejudice the proceedings, infringe the rights of any

individual or may lead to the breach of a legal obligation by the Council.

Declarations of interest

A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

 

(i) must disclose the interest at the start of the meeting or when the interest becomes apparent, and

(ii) may not participate in any discussion or vote on the matter and must withdraw from the meeting room.

 

A member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Register of Members’ Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure.

Minutes:

The Cabinet Member for Housing, Planning( Deputy Leader) considered the report which sought approval to extend the value of the Broadwater Farm FRA and Protective Coating contract for the sum of £1.75m in order to deliver further works as part of the refurbishment programme and ensure that the 8 blocks on the estate meet current Fire Safety and Building Safety Regulations.

 

In response to a question from the Cabinet Member on securing social value for this contract, assurance was provided that the online social value portal had been applicable to this contact and had been accessed by the contractor. They had provided: 7 laptops, planters as part of the mural display and employment of two residents on the estate as decorators.

 

Further to considering the exempt information and exempt recommendations , the Cabinet Member for Housing and Planning(Deputy Leader),

 

RESOLVED

1.    That pursuant to CSO 10.02.1 (b) and 16.02 to  approve the variation of the original contract in the sum of £3.5m and to authorise an additional sum of £1.75m to be added to the contract. The revised contract value would be £5.25m. Approval also required to expend the contingency sum in Appendix A. 

2.    To agree the total costs and scope of works contained within Appendix A - Exempt Report.

Reasons for decision

The extension of the contract will enable the project to deliver further works as part of the BWF - Refurbishment Programme. The additional works will also incorporate additional fire safety features and finishes to the 8 blocks on the Broadwater Farm Estate. 

Upon approval of the additional spend, the current BWF - FRA Programme will continue, with a view of completing the works by December 2024. The programme will ensure that the 8 blocks on the estate meet current Fire Safety and Building Safety Regulations.

Alternative options considered

Do nothing – Doing nothing is not an option as we need to comply with current fire safety regulations to ensure the safety of our residents and visitors to the blocks on the Broadwater Farm Estate. Also, bringing forward elements of the major works programme will improve the overall condition of the communal parts, and enhance the quality of life for residents on the estate.

The only option available is to extend the current contract to enable the existing contractor to continue with the additional works to ensure the essential fire safety features are incorporated into the programme.
