Decisions

It is recommended that the Director of Housing,
Regeneration and Planning, in consultation with the Cabinet Member for House Building, Placemaking and Development:
i. Approve the final ballot programme
ii. Approve the Landlord Offer document, appended to this report.

Waiver of Contract Standing Order 10.01.1 and contract award to Collage Arts to provide vocational training in Creative and Design Industries and Digital Technology Industries at Level 2 as part of delivery of Adult Education Budget (AEB) contract with GLA for the amount of £15,901.61.

That the Director of Housing, Regeneration and Planning gives approval for the Council’s Legal Department to enter into a Funding Agreement with L B Bexley – for the funding of £800,000 to be released to undertake the above high-speed broadband connectivity work.

It is recommended that the Director of Housing,
Regeneration and Planning:-

• Pursuant to CSO 9.07.1(c) approves the award of a contract to Hughes & Salvidge Limited for demolition services (as described in the report) for the sum of £119,500.00
• Approves the associated consultancy fees of up to £38,022.50, payable to Ridge and Partners LLP.

The Council’s current Housing Delivery Programme Manager commences a secondment to the GLA from September 21 – May 22 leaving an urgent void to this key role to support the delivery and manage the governance of the Council’s number one priority programme. This report therefore seeks approval to appoint Altair Advisory and Consultancy Services Limited (‘Altair’) to provide Programme Management services for the Housing Delivery Programme up to five days a week for a duration of 9 months to aid delivery of the Council’s ambition to build 1,000 council homes by 2022.
The total value of the contract will be up to £117,000. The contract will start September 2021 and finish on May 2022.

Direct award of contract for PPCR associates to continue to deliver ITLA services on the Broadwater Farm estate; waiver of Contract Standing Order (CSO) (requirement to tender) under CSO 10.01.1

Contract to end 01.09.2022.

That the Head of Programme Management for Regeneration and Economic Development approve a contract award under Contract Standing Order 8.02 to IKS Consulting Limited for Quantity Surveyor services in relation to the enhancement of Page Green Common (RIBA Stages 4-6) and of Page Green Terrace and Rangemoor Open Space (RIBA Stages 1-2).

To commission Haringey Basketball Association under CSO 8.02 to manage the commission of an environmental health and wellbeing programme for a 12-month period across Broadwater Farm and Northumberland Park that will provide training opportunities and peer to peer development. The commission is for £4,000.

Request for a waiver of Contract Standing Order (CSO) (requirement to tender) under CSO 10.01.1 and award the contract to The Lost Block Collective to provide a Youth Lead Media Project as part of delivery programme for the Estate Regeneration Fund Phase 3 (ERF) for the amount of £20,000

It is recommended that the Assistant Director of Housing, Regeneration and Planning approves the award of a contract to New Ground Architects as allowed under CSO 9.07.1c (Bid Acceptance and Contract Award) in the sum of £135,000 excluding VAT to provide Architect including Landscape Architect services on the land in front of 2 – 240, Tiverton Road housing delivery project.

Pursuant to the Council’s Contract Standing Order (CSO) 9.07.1(c), award a contract to Potter Raper Partnership to create a BIM model for three high rise blocks. This will be for the sum of £47,970.

To approve the following decisions:
1. To implement Contract Standing Order 9.07.1 (c), which provides that a Director may award, assign, or novate contracts valued at less than £500,000 (five hundred thousand pounds) for the purposes of appointing Calfordseaden to provide Mechanical and Electricall Engineering services to the Sir Frederick Messer Estate.

2. Award a contract to Calfordseaden for a total fee of £128,581 (including specialist advice) + VAT.

That the Assistant Director for Housing: -
1) Approves the award of contract to Paragon Building Solutions Ltd. for the quoted sum of £38,210 which includes a contingency sum of 10% with a contract period of 8 weeks.
2) Approves the total project fees of £8,112.
3) Notes the total project cost of £46,322.

That the Assistant Director for Housing: -
1) Approves the award of contract to Paragon Building Solutions Ltd. for the quoted sum of £69,098, which includes a 10% contingency allowance within the tender sum with a contract period of 12 weeks.
2) Approves the total project fees of £12,645.
3) Notes the total project cost of £81,743

The Head of Housing Development approves the award of a contract to Knight Frank as allowed under CSO 9.07.1c (Bid Acceptance and Contract Award) in the sum of £36,000 + VAT to provide Sales and Marketing Advise in regard to the Ashley Rd Project, following a competitive procurement process.

That the Assistant Director for Housing: -
1) Approves the award of contract to Arlington Builders Ltd. for the quoted sum of £14,149 which includes a contingency sum of £1,415 and contract period of 6 weeks.
2) Approves the total project fees of £3,481.
3) Notes the total project cost of £17,630.
