Agreement to terminate the contract for Jon Sheaff
Associates, in relation to the Down Lane Park
Improvement Project, at RIBA Stage 2 - on the basis
of no-fault.

To authorise officers to proceed to statutory consultation on changing the legal orders to incorporate the following :
• Extend eligibility to allow the vehicle to be
registered to anyone in the same household.
• The free (disabled) virtual residential parking permit
be extended borough-wide, allowing holders to park
in non-dedicated parking bays, residential, shared
use and paybyphone bays.
• Those permit holders will be prohibited from parking
on single or double yellow lines.
• When using the virtual residential parking permit,
the Blue Badge must be available for inspection
when requested by an Enforcement Officer.
• When using the free (disabled) virtual residential
parking permit, the blue badge holder must be
present either as the driver or passenger of the
vehicle and therefore personally making use of the
concession, unless parked outside the home of the
blue badge holder.

The Director of Housing, Regeneration and Planning notes that: -

The creation of a new leaseholder discretionary panel to assess applications of hardship and access to discretionary payment options for repayment of major works namely :-

• Capping of the cost of replacement of the PODs at Noel Park (Gladstone Avenue) – non resident leaseholders.
• Equity Share scheme for - all leaseholders
• Interest payment option only – resident leaseholders only
• Longer payment period options for non-resident leaseholders
Approves the discretionary leasehold payment options panel terms of reference completed in September 2021.

Specifically approves the recommendations the Panel will make recommendations to the Assistant Director for Housing

Following a competitive Request For Quotation tender process and in accordance with Contract Standing Order (CSO) 8.03 award the contract to Springboard Research Limited for the installation and maintenance of 17 x footfall camera devices and provide data and options for relevant analysis on footfall for several town centres in Haringey.

The total cost of the provision of these services is £74,945 excl. VAT and is funded through the ERDF Welcome Back Fund (£39,000 to be spent by end of March 2022) and the Future High Streets Fund (£35,945 to be paid in full in 2021/22).

Head of Programme Management to:

i. Approve the waiver of the usual requirement for tendering under Contract Standing Order (CSO) 8.03 (requirement to obtain at least three competitive quotations) as allowed under CSO 10.01.2 D (ii) and in accordance with CSO 9.06.1 to enable the decision in (ii) below.

ii. Approve the award of the contract for the provision of Employment Consultancy for Young Adult Service (YAS) to Drive Forward Foundation (14-15 Lower Marsh SE1 7RJ).

Request to waive Contract Standing Order 8.03 as allowed under CSO 10.01.2 for the appointment of Pellings on the Cranwood scheme at Woodside Avenue, London N10

It is recommended that the Director of Housing ,under CSO 9.07.1c (Bid Acceptance and Contract Award) the award of a contract to Hughes and Salvidge Ltd. to demolish the existing structures on the Ashley Road Depot housing delivery project for a total sum of £ 290,550 plus VAT.

The request is to award under Contract Standing Order (CSO) 8.02 to deliver six Christmas trees in partnership with the relevant Traders’ Associations across November and December 2021 using Welcome Back Fund grant.

The trees will be delivered in the following town centres:

• x1 20 ft Nordman Fir tree, complete with stand covered in up to 2,300 multicoloured lights, and large star for Tottenham Green
• x5 18ft Nordman Fir trees, complete with stand covered in up to 2,100 multicoloured lights, and large star, for Bruce Grove, Myddleton Road, Hornsey High Street, Turnpike Lane, Green Lanes.

Total Project Cost = £9,995

For the Head of Programme Management to approve the variation of the Contract for QS/EA services with Bristow Consulting to include Network Rail engagement and form submissions and a construction management plan, as allowed under the Council’s Standing Orders (CSO) 10.02.1(a).
The value of the variation is £28,360 (+VAT) bringing the total value of the contract to £85,021 (+VAT).

Waiver of Contract Standing Order (CSO) 10.01.2 D and, in accordance with CSO 9.06.1 C, contract award to Wheely Tots for the ‘Delivery of Positive Activities for Young People’ project across Broadwater Farm and Northumberland Park as part of the socio-economic regeneration programme.

The Head of Programme Management, Regeneration and Economic Development approves under Contract Standing Order 8.02 the appointment of Point Topic to provide specialist and technical resource required to progress the Northumberland Park high-speed broadband project - for a total value of £9,990 (excluding VAT).

To approve recommendations as set out in Section 3 of this report.
