Declarations of interest

A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

 

(i) must disclose the interest at the start of the meeting or when the interest becomes apparent, and

(ii) may not participate in any discussion or vote on the matter and must withdraw from the meeting room.

 

A member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Register of Members’ Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure.

 

Disclosable pecuniary interests, personal interests and prejudicial interests are defined at Paragraphs 5-7 and Appendix A of the Members’ Code of Conduct

Approval of Acceptance of Grant Funding for 2022/23 for the Supplemental Funding for Substance Misuse Treatment and Recovery pdf icon PDF 234 KB

Minutes:

The Cabinet Member for Health, Social Care, and Well-Being considered the report which noted that the Council had been given early warning of an indicative grant from the Office of Health Improvement and Disparities (OHID). The grant was to support improvements in the quality and capacity of substance misuse treatment and recovery for Haringey residents. The report sought rapid approval to accept this grant, thus allowing existing contracts to be extended and planning to commence.

 

The Cabinet Member noted that the importance of ensuring that there was a Drug Strategy with a system-wide approach, including public health, children’s services, and the police, to ensure the best outcomes for service users and residents.

 

It was added that the Cabinet Member for Stronger and Safer Communities had been informed about the indicative grant. It was requested that there was an opportunity for the Cabinet Member for Health, Social Care, and Well-Being and the Cabinet Member for Stronger and Safer Communities to meet formally to discuss options for a holistic Drug Strategy.

 

The Cabinet Member RESOLVED

 

1.    In accordance with Contract Standing Orders (CSO) 16.02 and 17.1, to approve the receipt of the Office of Health Improvement and Disparities (OHID) grant to supplement funding for substance misuse treatment and recovery for the year 2022/23.

 

2.    The Grant is expected to be in the region of £850,000 for 2022/23.

 

Reasons for decision

 

Reducing the impact of drugs and alcohol misuse on adults, families and the community is a cross cutting Council priority. The Council therefore welcomes a significant uplift in funding over the next three years. We have received very late notification of the funding for the financial year 2022/23, which is still only indicative. However, some of this grant is already committed to contracts due to finish in March 2022. We wish to accept the indicative budget for 2022/23 to be able to extend our current contracts and to start planning. The plan is then to return to Cabinet to accept the confirmed budgets for subsequent years with a comprehensive plan for spend.

 

Alternative options considered

 

The Cabinet Member could refuse to receive the grant. However, as there is a clear need for this work and strong support to continue to tackle the impact of substance misuse on the community, this option has not been considered.

 

 

The Chair of Overview and Scrutiny has been informed that it was impracticable to give 28 days’ notice of the decision. Notice of the indicative allocation was given on 15 February 2022. This is a new grant, which follows on from the Universal Grant received in 2020/22. The new grant needs to be accepted so that the Council can extend the Universal contracts from April 2022. The pre-election period will be in place from 21 March 2022; therefore, normal Cabinet functions will be suspended/limited during this period.

Contract Extension with Central North-West London NHS Foundation Trust (CNWL) for Contracts for Lots 1a- Genito-Urinary Medicine (GUM), Sexual Health Reproductive Services (SRH), and Routine Pre-Exposure Prophylaxis (PrEP) Commissioning pdf icon PDF 376 KB

The Cabinet Member for Health, Social Care, and Well-Being considered the report which requested the implementation of Contract Standing (CSO) 16.02 and 10.02.1 (b) to approve an extension of contract to Central and North West London NHS Foundation Trust (CNWL), for the delivery of the North Central London (NCL) Genito-Urinary Medicine (GUM), Sexual Health Reproductive Services (SRH), additionally, routine Pre-Exposure Prophylaxis (PrEP) commissioning which was transferred from NHS to local authorities in October 2020 and appended to this contract via cabinet approval in February 2021.

 

The report also proposed that contracts were extended in accordance with the terms of the contract and approval in the original Cabinet award report for 3 concurrent years from 1st April 2022 31st March 2025.

 

In response to a question about changes to health services across North Central London, it was noted that there had been and were expected to be a number of changes as a result of the Covid-19 pandemic and the introduction of Integrated Care Systems (ICS). It was noted that there were a number of ways to access services, including online, through pharmacies, and through clinics. It was explained that, although a number of people would prefer online services, it was important to ensure that GUM clinics were available as they were often the most appropriate setting for complex or harder to treat cases and for cases with potential safeguarding considerations. It was highlighted that it would be important to ensure that services continued to be available and delivered in North Central London.

 

The Cabinet Member enquired whether there were differing outcomes for people who accessed services using different mediums, such as online services. It was explained that, in many cases, the different options allowed people to use the service that best suited them. It was noted that officers were conscious of monitoring any differences in outcomes for service users.

 

The Cabinet Member RESOLVED

 

To approve the extension of contracts in respect of the provision delivered by the North Central London (NCL) partnership for Genito-Urinary Medicine (GUM), Sexual Health Reproductive Services (SRH) and routine Pre-Exposure Prophylaxis (PrEP) commissioning in accordance with Contract Standing Order (CSO) 16.02 and 10.02.01 (b), from 1 April 2022 31 March 2025 to CNWL as follows:

 

(i)            Lot 1a - GUM services, for a period of 3 years from 1 April 2022- 31 March 2025 at an estimated total cost of £4,824,219 for the 3-year extension period. The maximum total estimated cost of the contract, inclusive of the initial 5-year contract is therefore £12,787,991 over 8 years.

 

(ii)          Lot 1b - SRH services, for a period of 3 years from 1 April 2022 31 March 2025 at an estimated total cost of £155,001 for the 3-year extension period. The maximum total estimated cost of the contract, inclusive of the initial 5-year contract is therefore £413,336 over 8 years.
