To request approval to vary an existing award of contract to Keegans in the fixed sum of £36,112 to undertake suitability surveys at the 6 Children’s Centres (as listed below) in accordance with CSO 10.02.1 (a). This variation increases their current award from £118,670 to £154,782 (30% variation).

This report relates to the Priority 1 programme which aims to address condition & suitability issues in Education/School sites. There is a requirement from the Client (Children’s Services) to undertake suitability surveys at all Children’s Centres within the borough.

Delivering the role in-house was considered however there is no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service.

Keegans were recently appointed to undertake condition surveys at the above premises. This award was made following a competitive tender exercise via the Councils Dynamic Purchasing System. Keegans have working knowledge of these sites and are able to deliver surveys and reports against a constrained programme. On this basis a variation to Keegans is considered to offer the Council best value.

Undertaking a new competitive tender exercise via the Councils Dynamic Purchasing System was therefore discounted as not offering the council best value in terms of Council resources, programme constraint and existing knowledge of the sites.
