Decision:

To approve (1) the waiver of Contract Standing Order (CSO) 8.03 (requirement to obtain quotations) Under CSO 10.01.1b; in addition, (2) the approval for the award of the contract under CSO 9.07.1 (c)

Approve the appointment of Cosmur Construction Limited to undertake required construction works for a total sum of £154,527.04 incl of £15,000 Provisional sum for upgrading staff toilets, security entrance systems and replacing 6 no classroom sink and drainers and a £10,000 PS for decoration following works carried out by compartmentation works.

Approval to instruct Haringey Council Legal Services to issue a Letter of Intent permitting orders to be raised by Cosmur Construction Ltd with their supply chain; up to and not exceeding £100,000 as allowed under CSO 9.07.3

Reasons for the decision:


To enter into a contract to urgently deliver the identified compartmentation and fire door works at Stamford Hill School, to facilitate compliance with the LFB enforcement notice.

Alternative options considered:

Consideration was given to undertaking a formal competitive tender exercise whereby a number of suppliers would be invited to bid for the required works, this would require a number of weeks to fully conclude, this was discounted on the basis that it would mean the required project timescales would not be met to comply with the enforcement notice end date.

An alternative option is to do nothing, this would mean not entering into a contract for delivery of the project, and the project would not be able to progress which means that Stamford Hill School would not be able to comply with the LFB enforcement notice and could possible result in the closure of the school.
