Authorisation is sought from the Assistant Director of Housing to approve the award of a contract to Sloane Curtis as allowed under CSO 9.07.1c (Bid Acceptance and Contract Award) in the sum of £28,800.00 + VAT to provide strip out works at Harvey House, Scales Road and Finsbury Road.

Strip out works enable the Council to de-risk areas of uncertainty associated with the existing buildings and to establish the nature and costs of refurbishment work required. This is particularly important at Harvey House, Finsbury Road and Scales Road, because the Council is responsible for their design under a JCT Traditional Contract.

One option considered was not to carry out the strip out works and leave this portion of work with the refurbishment contractor. However, this would leave the Council uncertain about the building’s risks, and about the nature and costs of refurbishment work required: because the Council is liable for design under a JCT Traditional Contract, this would leave the Council open to expensive variations to the refurbishment contract.
