It is recommended that the Assistant Director
for Housing approve the waiver of Contract Standing Order
08.03’s requirement to obtain competitive quotes for work of
this value; and to approve the implementation of Contract Standing
Order 10.02.1a to extend UNIT 1’s appointment for the value
of £18,275.
Reasons for the decision:
UNIT 1 have already been working on these
schemes, all of which have progressed to a pre-app stage. UNIT 1
therefore have existing knowledge of the sites and would be able to
complete this additional design work quickly, saving the Council
time by effectively and efficiently completing the design work to
technical design stage. This would also save the Council money, as
other architects would charge substantial sums for transitional
works.
Alternative options considered:
A mini competition could take place, but this
would be very time-consuming from a procurement and project
kick-off perspective as most schemes would need to be reassessed
and progressed from the beginning. Tendering out a new contract
would cost the Council additional money and time: this option was
therefore rejected.
Alternatively, the Council could decide not to carry out this
additional design work.
