This report seeks approval under delegated
authority for a three month extension to PPCR’s
Northumberland Park ITLA contract. The contract will recommence on
7'" February 2019
Reasons for the decision:
The contract with PPCR, the Independent Tenant
and Leaseholder Advisor (“ITLA") for the Northumberland Park
Estate came to an end on 17'" January 2019. The ITLA will continue
to provide residents with independent advice and support, whilst
the Council determines the next steps for Northumberland
Park.
Alternative options considered:
Option 1- Re-procure the ITLA for
Northumberland Park using
the ITLA Framework. This option is not being taken forward at this
time, as the procurement process could take a number of months,
meaning that no ITLA would be in place on Northumberland Park.
Given the current situation and uncertainty faced by residents,
this is not feasible.
Option 2- Dispense with ITLA services: ITLA services are vital to
promoting trust between the council and a community, ensuring that
residents are fully aware of the factors and processes that may
impact them and able to influence and guide any future improvements
for Northumberland Park. The crucial role of ITLA is also
highlighted in Mayors Good Practice Guide (2018). To dispense with
ITLA services could potentially undermine the delivery and
legitimacy of regeneration
