Regulation of Houses in Multiple Occupation (HMO): introduction of an additional HMO licensing scheme and amending property standards and fee structure

To agree the declaration of an Additional HMO Licensing Scheme within the designated boundary, the adoption of amended space and amenity standards for Mandatory Licensable HMOs and Non-mandatory HMOs and the adoption of a fee structure which will include concessionary rates for compliant landlords.

Consultation process

Consultation and reporting arrangements have been completed through the Council consultation procedure. Presentations and questionnaires have been delivered at Haringey Landlords Forums and at ward residents meetings including the Area Assembly. Questionnaires have been hand delivered to all residents in the designated area and an electronic copy placed on the Council website. All landlords currently registered with the London Landlord Accreditation Scheme in Haringey, Landlord Forum attendees, partner landlords and letting agents have been sent requests to complete the online questionnaire. Consultation ended on 7 March 2011 and the results are being analysed.

SLT date: This scheme targets HMOs, many of which are occupied by vulnerable people and some of which are poorly managed and maintained by private landlords. The aim of licensing is to improve living conditions and the overall management of such properties for the benefit of tenants and the local neighbourhood.
