To provide an overview of the proposed models for the Council to consider adopting in order to fulfil its statutory duty to introduce an early years single funding formula from April 2011. This report will be followed by a further report to Cabinet in January 2011 following a period of formal consultation in the autumn.

Consultation process
A second wave of formal consultations will be held with childcare providers and the Schools Forum. The outcome of these consultations will inform a further report to Cabinet in January 2011.
