A member with a personal interest in a matter who attends a meeting of the authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgment of the public interest and if this interest affects their financial position or the financial position of a person or body as described in paragraph 8 of the Code of Conduct and/or if it relates to the determining of any approval, consent, licence, permission or registration in relation to them or any person or body described in paragraph 8 of the Code of Conduct.

(Joint Report of the Chief Executive and the Chief Financial Officer – To be introduced by the Leader and the Cabinet Member for Resources): To report on an exception basis financial and performance information for the year to January 2009 and to agree the budget virements in accordance with financial regulations.

(Report of the Chief Executive – To be introduced by the Leader): To set out an approach that will ensure that the data used by the Council is fit for purpose and represents an accurate and consistent picture of the Council’s activities.

(Report of the Assistant Chief Executive for Policy, Performance, Partnerships and Communications  - To be introduced by the Cabinet Member for Community Cohesion and Involvement): To agree the development and implementation of Area Priority Plans to provide a co-ordinated framework for achieving service improvements at a local level.

(Report of the Director of the Children and the Young People’s Service – To be introduced by the Cabinet Member for Children and Young People): To report on the responses received to consultation and considers these and all other material considerations and to make a recommendation that the Council should publish statutory notices proposing the expansion of Rhodes Avenue school.

(Report of the Director of the Children and the Young People’s Service – To be introduced by the Cabinet Member for Children and Young People): To seek approval to determine the arrangements for admission to community primary and secondary schools and to St. Aidan’s Voluntary Controlled School for the 2010/11 school year.

(Report of the Director of the Children and Young People’s Service – To be introduced by the Cabinet Member for Children and Young People): To approve fees and charges applicable from 1 April 2009 in relation to services provided by the Children and Young People’s Service and to agree to receive a report at a later date in respect of charges where price increases are made from September each year.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Environment and Conservation) To seek approval for the Highways Works Plan for 2009/10 and to provide details of the Council’s progress on delivering transport investment in 2008/09.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Regeneration and Enterprise) To introduce the Bridge New Deal for Communities (NDC) Delivery Plan for 2009/2010; to highlight the NDC Partnership Board’s view of its succession and legacy plans for 2009/2010; to note the contents of the Delivery Plan for the coming year; and seek endorsement of the Partnership Board’s Programme forecast to March 2010.

(Report of the Monitoring Officer and Head of Legal Services  - To be introduced by the Leader): To consider and informally approve a proposed revision of the scheme of delegation to officers and to note that the proposed revision will be considered by the Constitution Review Working Group for formal recommendation to the full Council for adoption.
